I know this is waaayyy late (I've been trying to catch up), but to answer the question about why its 21 general damage is because the original Elder Dragon Legends all have 7 power, and the guys who created the format figured if you got smacked in the face 3 times by one of those, you're obviously doing something wrong, broken and/or annoying and need to die.
